I am informed, conveyed to Swatow, to be embarked from that

Port. The Consul for the Netherlands is likely to be

stricter in his examinations than any other, since the

coolies would be destined frequently for Deli, but even

in this case,

and in spite of the fact that the Netherlands

bear a high reputation in general for the treatment of

emigrants a regular emigration is reported to have sprung

up from Hongkong to Deli via Swatow, the part of the journey

from Swatow to Deli being made in foreign vessels.

In these circumstances I would

ask Your Lordship's consideration of the request to

remove the restrictions complained of.
